Read Before EntryDisclaimer
Ignorance of the rules will not be accepted as an excuse for non-compliance. Appropriate action will be taken against individuals who fail to adhere to them.
By joining the Eloure community, you acknowledge that you have read, understood, and agreed to abide by the server rules.
Please note that these rules may be updated at any time. Situations not explicitly addressed within the rules will be evaluated and handled at the discretion of the staff on a case-by-case basis.
If you have any questions or concerns, you are encouraged to open a support ticket on Discord. A member of our staff will be available to assist you.
General Rules
Any deviation of the rules below will result in a ban (online or offline — determined by case).
- The required age for Eloure is 18+.
- A working, quality mic is REQUIRED.
- Your character MUST have a realistic name and should NOT break TOS.
- You MUST have an appropriate Steam name — with no special characters, no emojis and no offensive language.
- All players MUST have a customized character.
- Players MUST follow Twitch.tv TOS at all times.
- You MUST have gameplay recording software with game audio + mic such as: OBS, NVIDIA, Medal, Outplayed, Twitch, SteelSeries, etc. When submitting a Discord ticket to report a rule break, a screenshot is not enough.
- Clips of rule breaks should be a MINIMUM of 60 seconds. If the interaction was longer than 60 seconds, provide the entire interaction.
- All rule breaks, player reports, & issues must be reported within a 24 hour time frame. If you also break rules, you will not be reimbursed.
- We will NOT tolerate any form of toxicity. Toxic individuals will be removed from the community.
- Rape is NOT allowed in this community. If someone feels uncomfortable about actions/harassment towards them, they can open a ticket and report it to Staff.
- Homophobia, discrimination, and harassment are NOT welcome. You will be removed from the community for saying phrases including, but not limited to, “Hard R”, “F slur”, “R slur” or excessively using the “N-a” word.
- NO impersonating Staff or Whitelisted Jobs (EMS, PD, DOJ).
- NO CORRUPTION UNDER WHITELISTED JOBS.
- If you are part of EMS you CANNOT commit or assist in any crime while you are 10-7 / 10-8!
- NO Rogue Employee RP! If you are caught stealing items / money from the business stash you WILL be punished.
- Cheating of ANY kind is a PERMANENT ban. Refusal to take a PC Check will result in a PERMANENT ban.
- You CANNOT commit ANY sort of crime against EMS while they are clocked in.
-
You CANNOT steal ANY issued items off EMS / PD. This includes their vehicle/trunk. Anyone found killing/robbing PD just for food/money will be banned. You can ONLY rob PD for items taken from you/your friends.
- A) You find and kill PD but they never took anything → YOU CANNOT ROB ANYTHING.
- B) PD arrests you and takes your guns/drugs/etc; you or your friend can rob PD for those exact guns/drugs/illegal items. NOTHING MORE.
- Police can only hold you in cells for a MAXIMUM of 45 minutes, no exceptions.
- All players who are arrested MUST be granted time served for the time they spend in the holding cells being processed by Police.
- You CANNOT exchange items/money between your characters.
- Each person is responsible for their OWN actions. Should two people commit infractions against one another, they will each face their own punishment. You CANNOT submit a ticket as an act of retaliation.
- Advantageous mod packs are NOT allowed. This includes: graphic packs, tracers, sound effects, kill effects, etc. Please open a ticket to check if yours are approved.
- Be respectful towards Staff at ALL times. Aggression or disrespect shown towards any staff member will NOT be tolerated. Staff reserves the right to cancel any engagement with a member and issue a ban appropriate for the situation.
- Do NOT share ticket details with anyone.
- When opening a ticket, do NOT ping staff members.
- Do NOT specifically tag staff members in a public forum.
- NO suicide/self-harm RP.
- All decisions are FINAL. Permanent bans can be appealed after 30 days. Appealing a ban does NOT mean you will be unbanned.
- If a scene is being handled by Staff, you cannot act on this scene in city.
Basic Decency and Respect
While our goal is to foster a roleplaying experience free from constraints, we realize we have a duty to protect all members of our community regardless of gender, sexual orientation, age, race, etc.
We strive to create an environment; a community that promotes a welcoming atmosphere to all members; a community that its members can be proud to say they are a part of.
Eloure RP takes a hard stance against any derogatory terms or actions against its members.
We will enforce a strict code of conduct within our community and act on items that are distasteful, for example: sexual harassment, excessive name calling or shaming, disrespectful attacks on a personal level, etc.
Simply put, respect one another; have justification and reasoning for your actions. Simply saying “it’s my character” will not be considered a valid response.
Staff is always here to help with any matters or issues that arise no matter how big or small.
Green Zone
A Green Zone is an area exempt from ANY form of crime. No shooting, fighting, killing, beefing, tackling, kidnapping, handcuffing, robbing, etc.
You CANNOT run into a Green Zone to escape a scene.
You CANNOT bait someone to leave the Green Zone.
Do NOT antagonize people or initiate RP in the Green Zone.
Green Zones Include
- All Hospitals (Paleto, Sandy & Mt. Zonah)
- Inside Civilian-Owned Businesses
Reports and Bans
Tickets will only be accepted that deal with infractions based on the contents of this document. If a report is made because you think something unfair happened, it is a Staff decision whether or not to take action. There will be no arguing with Staff when a decision has been made.
There is to be no exclusion of Staff members from your tickets unless there is a documented/reported history of a previous incident between each other where the staff member was in the wrong. All Staff can handle tickets as long as they are not a part of the scene.
Infractions should be submitted via a Discord ticket, with proof of allegation (clips). Staff reserves the right to enforce witnessed infractions without player reports. Infractions will NOT be submitted via Staff DMs.
Emergencies and bugs should be reported via an in-city ticket, which can be done by pressing “T” and typing “/report”. This feature should only be used for cases such as falling through the map, scuffed vehicle, can’t open inventory, wizard in city, stuck in locked area. ANYTHING else relating to a RP scenario or item scuff, should be submitted via a support ticket on Discord.
Always maintain clips (via recording software) for all situations so that you have the ability to show Staff what occurred through your eyes/ears. This is invaluable to Staff when allegations are made against players. Without a clip, Staff will make the best decision possible.
You can create a ban appeal in Discord in the #Ban-Appeals channel ONLY if you feel your ban is unjust. If there is a clear infraction in the original report, the ban appeal will be rejected. Perm ban can apply for an unban after 30 days.
In-Game Information
Stay in character at all times.
In the event there’s an issue, completely role-play out the scenario and player report AFTER the scene if needed. Do NOT break character / inform the player they are committing an infraction in-game.
Do not do actions in game in order to bait others into breaking roleplay.
General Infraction
Any infraction that is listed, but not specifically called out in the infraction class chart.
OOC
Do NOT go out of character (OOC) during a scene. While in-city you should stay in character, if someone has broken a rule instead of rule-splaining please submit a report of this.
Server Restarts
- Roleplay shouldn’t be stopped or become less serious before a restart; it should continue as normal.
- NO major heists (bank, union, etc.) 30 minutes before or after a restart.
- Avoid crafting and moving things into or out of storage / pockets 5 minutes before or after a restart.
Combat Logging
Deliberately exiting the game in order to avoid consequences of action during a role-play scenario.
If you timed out/crashed or disconnected from the game during an RP scene, open a ticket on discord WITHIN 5 MINUTES to inform staff and fly back into the city as soon as possible.
Lootboxing
- Looting any player without an RP reason is prohibited. A one minute interaction (or discretion of good RP) is required before robbing.
- You cannot pocket wipe people, have an RP reason for items you take.
Cop Baiting
You cannot Cop Bait. This is defined as purposely committing a crime with the intent to engage the police. This may be presented as continuously speeding past cops, blatantly disregarding traffic signals, or committing multiple crimes in the presence of a Law Enforcement Officer. Includes circling police departments.
Metagaming
- Purposely using or relaying information that your character did not learn in-game (Twitch Chats and Discord Channels included) to shape in-game roleplay.
- Being in any call (Xbox Live Party, Discord, FB Messenger, WhatsApp, etc) while in the city is classified as Metagaming REGARDLESS of being muted/deafened.
Powergaming / Fail RP
- Making use of exploits to gain an advantage or not attempting to fit into the world in a sensible way.
- Talking while dead (on back).
- Avoiding the use of the “Put in vehicle” command. Carrying people while in vehicles is NOT allowed.
- Before you do something, think about it. If there is a slight hint of hesitation it's powerful, then it is — don’t do it. If you are caught exploiting in any way, your account may be reset or permanently banned.
- Wait 1-2 seconds between handcuffing & escorting.
- Anytime handcuffs are used, the player should be either knocked to the ground, asked to raise their hands, or slowed down first.
- /refreshskin from cuffs or a vehicle.
- Tackling in a shootout is not allowed.
- Canceling out of emotes (ex. Robbing) to not be seen is bannable.
Random Death Match (RDM) & Vehicle Death Match (VDM)
- There must be a significant storyline/backstory before committing crimes against another player. You may not rob or kill anyone you are meeting for the first time unless you are being antagonized & have over a 1-min interaction with them.
- Interaction time is voided if there is significant hostile backstory to commit a crime against someone. Only prior 48 hours is considered as a backstory. 45 minute interaction cooldown rule and KOS rule still apply. You CANNOT Kill on sight — this means you must mention the previous backstory verbally and in-person before engaging in violence.
- RDM: Attacking another player/group without any story/roleplay leading up to it (1 minute initiation).
- VDM: Attacking another player/group using a vehicle with the intent to kill/knock them out. Vehicles cannot be used as weapons.
- No civ or criminal are allowed to Pit Maneuver anyone, but you can create roadblocks using cars.
New Life Rule (NLR)
- If you “die” and respawn at the hospital your character forgets the last 45 minutes and all events leading up to being downed in the current scenario. You cannot see the light while actively being robbed.
- “Death”/Coma = “YOU ARE DEAD” on screen. Downed = “You’re bleeding out” on screen.
- Even if informed of what happened in a scene, you must wait 45 minutes before re-engaging in a scene (due to your injury).
- Being on your side does not mean you are dead, it means you are highly injured. You can remember things when you get healed on your side but you will need to act out the injuries you have had — this means you will need recovery time from injuries. You CANNOT return to a scene after being on your side or receiving medical care.
Multiple Characters
- You may not have multiple characters in gangs.
- You cannot share information from different cousins — any knowledge gained from one cousin should not be transferred to another.
- You cannot transfer assets, items, or money between your own characters.
Not Valuing Life
- Not realistically fearing for your life when you are threatened with weapons or severe harm from other means.
- Having “fun” shoot outs at PD or hospital is not allowed.
- Antagonizing gangs/police or armed individuals for no character reason.
Criminal Activities
- Relaying information to or between characters (lookouts, radio communications) counts you as part of that scenario.
- You must wait at least 2 minutes for the cops to arrive after a robbery so that there is a chance at role-play.
- You can NOT repeat a crime/be involved in a crime against the same player or go back to a scene within 45 minutes.
- Only once per day may a group try to intercept someone in custody, en route to a Police Station. After the group has attempted to intervene, either pass or fail, they must wait 24 hours to intercept a transport. This timer does not count toward a Prison escort.
- You can NOT use your own prospects or friends as hostages for robberies. You cannot volunteer to be a hostage.
- Resorting to violence frequently and repetitively is not permitted. Use location changes, intellectual changes, & build the scene.
- There is no KOS / rob on scene — killing someone just because they disagree with you is not permitted.
- You can ONLY rob PD for items taken from you/your friends. If you steal PD equipment from cops or their vehicle trunks, you will be banned.
Car Boosting
If you are in a chase with the police, you are not allowed to turn in your vehicle until you lose the police.
Heists and Breaching
When a group of individuals engage in a heist, other ‘criminal’ group(s) should not attempt to interfere with the original group who initiated said heist — this does not include the initial spot where you get the contract/items for said heist.
Torture / Maiming Roleplay
- You may only take someone hostage up to 45 minutes.
- If you are going to maim someone, you must have a very good RP reason. Nonsensical spamming of maim RP will result in subsequent disciplinary action for low tier RP.
Civilian Jobs
- All non-illegal activities are protected from any and all taxation.
- Do not force hostile RP on people doing civilian activities.
PD / Crim Scene Caps
Definitions:
- Hostage — Player held against their will as a form of security in exchange for a demand.
- Scene Cap — The maximum amount of players allowed to participate in the activity.
- Max Vehicles — Crims are allowed one getaway vehicle unless more are added via taking extra hostages (see chart below). Air 1 counts as 1 vehicle towards the police’s max vehicle cap.
Special Circumstances:
- Downing an officer increases notoriety, allowing up to two more officers to respond.
- Killing a hostage removes the police’s NVL rule, allowing them to open fire on you.
- Location raid is not considered a rico — this is when police get a DOJ warrant to raid a location suspected of criminal activity. Ricos are uncapped on all sides.
- If the police shoot first (shoot crims’ tires), crims may shoot back at tires and this action does not allow cops to increase their scene cap until one of their officers is actually wounded or killed. If crims open fire first this rule does not apply.
- Per 1 (ONE) PD hostage, the PD scene cap increases by 2 (TWO).
| Criminal Activity | Criminal Max | Crim Interceptor Vehicles | Police Personnel Max | Police Vehicle Max (incl. chase) | Helicopter | Crim Wait Time for PD After Complete |

| Gang HQ Raid | Uncapped | N/A | Uncapped | Uncapped | Yes | 0 |
Interceptors count towards scene cap.
Demand List / Extra Considerations
Extra Considerations:
- Excessive and unrealistic use of deadly force from either side (Crim or PD), determined by the activity type, will be considered LTRP and enforced heavily.
- While cops are allowed to increase their scene cap due to 10-99 / Officer Down, criminals are not allowed to increase their scene cap when this is triggered.
- As a rule reminder, hostages cannot be used to get players out of custody when they are already at the Police Station.
- Players cannot raid a police station to get another player out of custody once the player is in the police station.
- Hostages must be taken against their will and you may not use any volunteers.
- Crims can have 2 friends as interceptors. They can be in 1 car each or 2 in the same car.
| Demand | Hostage Cost |
|---|---|
| Free Passage | 1 |
| No Spikes | 1 |
| No Air-1 | 1 |
| No Specific Driver | 1 |
| 1 — Vehicle Repair | 1 |
| No Specific Vehicle | 1 |
| Foot Chase | 2 |
| Additional Getaway Vehicle | 2 |
Police Rules
- NVL rules apply to PD. If a cop is being taken hostage, they must value their life.
- The timer for the ability to use pit maneuvers in a chase is 3 minutes.
- Speeds for Pit — 100 mph (PDM & Rentals) — 140 mph (PDM+) — 170 mph (Import).
- Police must match force unless outnumbered by 2+ crims in a shootout or defending a PD Station.
- Miranda rights apply only when a person is in custody and being interrogated to elicit incriminating answers.
- A suspect must not be held in the cells for over 45 minutes.
- Suspects must be given the option to contact a lawyer.
- PD are required to give time served for time spent in the cells.
- PD must not double stack charges.
- 100k Max Fine / 200 Months Max Sentence.
- All information on the MDT is confidential and leaking/providing any information to a non-law enforcement individual is considered corruption.
- Must ALWAYS HAVE Bodycam on & Recordings MUST be held for 72 hours.
- PD are REQUIRED to give out their Name & Badge Number to ALL public if asked while on duty (Undercover/Detective Operatives are exempted).
- When conducting a Raid, the owner of the property being raided must be notified 5 minutes prior to the raid to allow them time to respond. If it is a gang compound, it must be the Gang Leader or Co-Leader. Proof of this contact must be saved for 72 hours.
Gang Rules
These rules explicitly apply only to gang versus gang interactions. Everything else (e.g., interactions with civilians, PD outside specific contexts, non-gang players) falls under general server rules or staff discretion.
Core Rule: At the end of the day, any scene is up to Staff discretion regardless of these guidelines.
General Gang Rules
- Gang Rosters have NO CAP normally. In WAR, you can have a MAXIMUM of 25 members participating.
- Gang v Gang scenes are capped at 20 players total.
- Gang Beef Timer is 15 minutes.
- You MAY NOT return to any scene in which you died even after the 15 minute timer.
- Fly-in shooters will be removed from your Gang.
- Until you are OFFICIALLY in the Gang (on the tablet), you CANNOT do Gang Activities with them.
- Unless doing criminal activity or WORKING in a Business, you MUST rep your flag. If you have no flag, you MUST wear your identifier.
- You cannot falsely represent another gang.
- You can only have one character in a gang — no cousins or alts in other gangs.
- Gangs should ID who they are shooting at beforehand (no shooting civs).
- You can NOT beef with a non-whitelisted gang.
Gang Scenes Specifics
- MLO Scene — If you are at YOUR MLO (gang house/hangout), you are UNCAPPED (no player limit).
- PD cannot intervene in Gang v. Gang fights at a Gang MLO. PD can gather evidence but cannot shoot.
- Airdrops can have a MAXIMUM of 10 members from each Gang.
- If retaliating, be prepared to show proof of you finding out about the original scene in RP.
Strikes & Consequences
- Strikes will be given at Staff discretion, based on rule breaks.
- 3 strikes will result in disbandment for gang leaders or replacement for heads of departments.
- Strikes will go away two weeks after your most recent strike.
- If you are a gang who gets disbanded, you can re-apply after ONE month.
CKs (Character Kills)
- You can be CK’ed at any time for any reason at all.
- If you’re removed from tablet (officially out of the gang), you are safe from CK.
- If you are NOT removed from tablet, you will run from your CK forever.
Gang Beefs / Wars
- Gang Beefs/Wars must be announced directly to the opposing gang (no global timer required for interactions). You MUST be ready to provide proof to staff, or it won’t be valid if tickets are made.
- Birdy Beef is ALLOWED.
- War Terms are for ending gang beef. They are 100% handled in RP, NOT tickets. Rosters & Terms will be confirmed with Staff prior to War starting.
- Every war MUST have a payout agreed upon by both Gangs.
- Gang Wars can last a MAXIMUM of 14 days. Afterwards, you’re on a 7-day cooldown.
- Wars past 14 days require Staff approval.
Timer / Identifier Rules (Beef/War Specific)
- If you are “on timer” (died within last 15 min), you MUST have your flag/identifiers OFF. If you are killed within the timer period but your identifier is on, it is not considered a timer kill.
- If you are “off timer” (time has passed since death), you MUST have your flag/identifiers ON.
Standard War Terms (default if not negotiated otherwise)
- Standard payout will be $100k and 10 guns (any gun).
- To participate in a war, you MUST be on the tablet for AT LEAST 7 days.
Territories
- There is a 15 minute death timer after dying at a territory.
- On MAINLAND Territory = Same as airdrop (Only KOS near the territory).
- If you invite members outside your Gang to shoot at territory, you get a strike.
- You can rob any guns/ammo/consumables.
- You can rob ONLY GUNS off PD. ALL weapons MUST be scrapped & cannot be used AT ALL after the scene. This ONLY applies to Territories & Airdrops.
Gang Clips / Recording
- During WAR and TERRITORIES you are REQUIRED to clip with NVIDIA/AMD built-in clipping software (NVIDIA Shadowplay/AMD Adrenalin).
- You must clip EVERY KILL with a minimum clip time of 30 seconds with Game + Mic audio. Keep clips for 36 hours.
- No POV = No Territories/War for one month.
- Using OBS during a FiveM session during Territories/War = No Territories/War for one week.
- Attempts to hide OBS use (during Territories/War) will result in offline bans.
- You MUST have POV of your death when requesting POV of the kill.
Clip Watch Policy
- All individuals placed on Clip Watch are required to record and maintain a clip of every kill (including arcade kills) with NVIDIA or AMD.
- Clips must be kept for a minimum of 36 hours. The first 24 hours provides sufficient time for reports to be submitted.
- The additional 12 hours allows for staff scheduling and review.
- Deleting clips before the 36-hour period has expired is strictly prohibited and will result in a violation.
Failure to provide POV when requested will result in the following progressive disciplinary actions:
- 1st Violation — 12-hour box; removal of 1 firearm and 100 rounds of ammunition.
- 2nd Violation — 3-day ban; removal of 2 firearms and 200 rounds of ammunition.
- 3rd Violation — 1 Gang Strike; Permanent ban.
